What is Residensi Wilayah?

Residensi Wilayah is a government-sponsored housing program specifically designed to provide affordable housing options for low- to middle-income earners within the Federal Territories of Kuala Lumpur, Labuan, and Putrajaya in Malaysia. This initiative, overseen by the Jabatan Wilayah Persekutuan (JWP), aims to address the housing challenges faced by Malaysians due to rising property prices and limited affordability.

To be deemed eligible for the Residensi Wilayah program, potential purchasers must meet specific criteria that have been established to ensure the program’s intended beneficiaries benefit from the affordable housing opportunities. The eligibility requirements for Residensi Wilayah are as follows:

  1. Malaysian Citizenship: Applicants must hold Malaysian citizenship as the program is exclusively designed for the local population.
  2. Age and Income: Specific age and income restrictions are in place to target low- to middle-income earners. Generally, applicants must be at least 18 years old, and their household income should fall within RM 10,000 for single & RM 15,000 for married couple.

8) Inexperience Real Estate Agent

CTOS is Malaysia’s leading Credit Reporting Agency (CRA) under the ambit of the Credit Reporting Agencies Act 2010 which is privately managed. When an individual did not settle debt such as phone bill, credit card payment & etc, your CTOS scoring will be red and it may or may not hinder your mortgage approval.

5) CCRIS

CCRIS stands for Central Credit Reference Information System wholly owned and operated by BNM (Bank Negara Malaysia) to facilitate credit risk management among banks. A bad CCRIS record will definitely affect your loan application. Most Residensi Wilayah applicants have a bad CCRIS record because they default on their PTPTN payment or have zero CCRIS record (don’t have any form of borrowing from the bank) which makes it hard for the bank to classify you as a good payment master.

4) Bumi & Non Bumi Quota

There is a 50/50 quota for Bumi & Non Bumi enforce on all Residensi Wilayah projects. For example, the location Cheras is the favourite among the Chinese community. If a Chinese applicant did not book a unit earlier on, did not submit the relevant documents to the agent who handle the application process for government approval or to the bank for the application of loan in the shortest time possible; he or she will not be able to secure a unit. In the same location, Bumiputera will find it really easy!

3) Bank Loan Quota

The is a specific amount of quota allocated for each Residensi Wilayah project. Most Residensi Wilayah applicant are applying for My First Home Scheme (100% + 10% Financing) which only certain bank are allowed to provide; if the quota is taken up the other applicants must be able to fork out RM 30,000 for down payment to secure a 90% + 10% financing.

2) Slow in Registration

Developer in the beginning often take in a limited amount of registration before the official launch. First time Residensi Wilayah applicant will usually wait till the gallery is open before registering or booking and realise it’s too late (applicable for prime location projects only). The approach of book first & decide later works best in getting a Residensi Wilayah unit!

First you can go to the official KWP contact page to clarify this by clicking HERE . The problem with this is you may need to invest quite an amount of time to rectify this and time is not necessary siding you when you are applying for a Residensi Wilayah Keluarga Malaysia’s project (RWKM). Fyi Residensi Sutera sold out within days!

Minimum or Maximum Salary for Residensi Wilayah

The minimum net salary (after deducting EPF & SOCSO) for the applicant of Residensi Wilayah if the person is age 35 years old or below is roughly RM 2500 provided that the person does not have any borrowings under his or her name & the interest rates for the housing loan is 4.2% or below (this is including MRTA too). This is because most Residensi Wilayah applicants is taking up My First Home Scheme (110% home loan) which require the debt service ratio (DSR) to be within 60%; if the person goes for (90+10%) the requirement of DSR is generally 70%. For example, the average monthly payment for a Residensi Wilayah worth RM 300,000 inclusive of MRTA is RM 1,400 & you earn a net salary of RM 2500 ( 1400 / 2500 = 0.54/54%) DSR 54%. Please take note that each bank will look into this differently as some do not provide My First Home Scheme which is the primary choice of financing for most Residensi Wilayah buyer. Variable income such as commission’s is recognise at 50-80%, which means RM 100 commission earned is recognise at RM 50-80 depending on the individual bank. Commissioner earner without a basic salary and self employed is not entitle for My First Home Scheme.

The maximum salary of an individual who is eligible to buy Residensi Wilayah is gross income of RM 10,000 (before deducting EPF & SOCSO). As for married couple is gross income of RM 15,000. Please take in your year end bonus and divide it by 12 months to calculate your exact gross salary and never let an inexperience agent mess up your application.   • No record of impaired financing for the past 12 months (some bank maybe more lenient)

My First Home Scheme

Most Residensi Wilayah buyer are using My First Home Scheme to purchase their Residensi Wilayah (now known as Residensi Wilayah Keluarga Malaysia). My First Home Scheme is a housing loan loan up 110% (extra 10% reserve for MRTA/MLTA & legal fee if needed).

Eligible Applicants

  • Malaysian
  • First time buyer and without joint name with any existing housing loan
  • Salaried Worker (self employed/fully commission based income earner have little to zero chance of approval)
  • Gross Monthly Income of RM 5000 or below
  • Allow single or joint applicants (Both applicants must earn a net salary of RM 5000 or below) unless that specific Residensi Wilayah project brought in Bank Islam or MBSB which allows applicants to earn more than RM 5000 for My First Home Scheme “subject to approval” (Divorcee please read THIS)
  • Good CCRIS record (the banks view this differently)
  • Applied to property that is RM 500,000 and below
  • Max Tenure 35 years subject to the age of applicant not exceeding 70 years of age at the end of financing tenure.
  • Non Flexi Loan – zero flexibility to withdraw if additional funds is paid for the instalment
  • DSR requirement is at 60% & below (bank recognise variable income differently, for example Bank A may only recognise 50% of total amount of commission earn )

DSR (Debt Service Ratio) is total monthly loan payment divide by net income & DSR requirement for 90% housing loan is usually at 70% & below. Here is another article related to this topic.
